they don’t need sweaters in the fall if their fur is long and thick they have a layer of fur. but when it gets very cold, they need one. but smaller and short haired dogs may need sweaters in fall and heavy ones in winter.

Wholesale? Not really. Find the makers of a few brands at PetSmart and PetCo and see if you can e-mail them to sell their things.
I would agree that smaller dogs from warmer climes such as chihuahuas probably do need some extra protection in the colder weather. On larger dogs though, it’s an extravagance.
As fashions change at a very fast pace, it is not economical to do registered trademarks for everything (only the business name & main logo & maybe slogan). A simple trade mark (TM) after the name of individual garments will do. For a license, yes you will need one for wholesale. For tags you can have the company name (if you want) but you are required to tell what it is made of & what percent, the size, and how to clean it.
